To accomodate the need for more staff to deliver their first Floating Liquid Natural Gas Facility (FLNG), Prelude, Shell secured an agreement for lease, pre-committing to 20,000m2 as the sole occupant of the new KS2 Building within the newly developed Kings Square Precinct. The precinct formed a part of the Perth City Link project, to sink the rail lines and link the Perth CBD with the entertainment suburb of Northbridge.
The new building was required to house typical office spaces and the specialist onshore operational monitoring facility for Prelude.
The timing for both the new office and Prelude go live requirements were critically linked and dates within the agreement for lease had to reflect Shell’s drivers and requirements for staged early access. The impact of Prelude’s developing design constantly influenced the design phase for the base building under a Design and Construct model and the concurrent design phase for the Fitout under a Traditional Lump Sum model.
We were engaged early in the search for a new building and had the opportunity to inform the brief, assess the Developer responses, and oversee the agreement for lease negotiations.
The definition of scope for Shell’s workplace design then required extended time periods that had to run concurrently with both base building design, approvals and construction, and Prelude’s design, approvals and construction in Geoje, South Korea.
To prevent the base building project, fitout project and Prelude from constantly impeding on each other’s progress, we created a complex business and project stakeholder structure and lead a detailed and dedicated engagement process over the three-year project lifecycle. We led value assurance reviews at each project stage gate to review all documentation, assess and mitigate risks, and ensure all stakeholders were aligned before moving to the next stage.
